The skateboard so loves the dog that he allows her to step on him even when they are in the best of circumstances. The phrase "I'll take the rain" means that he will take the rough spots on himself so that her life is always "in the sunshine" meaning she'll be spared any harshness in her life. Look a little deeper, there are more things to see than just at the surface.

Just look at the lyrics of the chorus -- saying "You cling to this, and claim the best - if this is what you're offering, I'll take the rain", is basically saying, in the context of verses about a relationship that never grew beyond a summer love, "You aren't giving me a good reason to stay in this -- I'll take my chances, I'll brave uncertainty to find something better."
